There are two types of recruitment agencies in Dubai namely
- Brokerage agency
- Temporary recruitment agency
Brokerage agency
This type of agency is informally called a recruitment agency. The agency is allowed to mediate between employers and employees. The agency is also responsible for employment and contractual conditions. This is done by primarily collecting the database, which may have vital information regarding workers, opportunities, applications, and information about the employee and employer. Temporary recruitment agency

To open such an agency one needs to abide by the requirements formed by the Ministry. Any foreigner is eligible to open a recruitment agency in Dubai provided he/she satisfies the following guidelines:
- You should not have a criminal record
- Your company will have to submit a registered address of the head office in Dubai
- A manager who is registered with the Ministry of Labor in Dubai must be appointed
Obtaining the Recruitment Consultancy License
A recruitment license is a mandatory necessity for opening a recruitment agency in Dubai. This license enables you to be the middleman who deals with the employee and the employer. The license obtained is valid for a year after which it needs to be renewed. The UAE mandates that your company informs the Ministry about any variations within your agency. The license allows you to assist new expat in finding a suitable job in Dubai.

The documents that need to be submitted to the Ministry of Human Resource and Emiratisation include
- Photocopy of the valid passport of the shareholders
- Photocopy of the ID cards of the same
- Good conduct statement
- A copy of the trade name application with the trade register
- Shareholders’ written statements on the opening of the company
- A blueprint of the agency’s location
